H-2B legislation newsIn recent weeks, Congress has taken several steps toward legislation to reform the H-2B visa program for non-agricultural workers.

Senate bill introduced
S. 2225,
known as the Save Our Small and Seasonal Businesses Act of 2015, was introduced on October 30, 2015 by Senator Thom Tillis (R) of North Carolina. The official title of the bill is “A bill to amend the Immigration and Nationality Act to establish an H-2B temporary non-agricultural work visa program and for other purposes.”

Landscape students Bringing young people into the landscape industry through high school classes and real-world internships is underway in two Front Range high schools. More schools are ramping up with interest, and teachers are seeking industry input. ALCC volunteers will provide Irrigation 101 training to teachers from around the state in January, and teachers we have met can’t wait to get started. Here’s what’s happening at Green Mountain and Platte Valley high schools.

News from the House Judiciary Committee regarding a bill to reform the H-2B program:

Small Business Committee Chairman Steve Chabot (R-Ohio), House Judiciary Committee Chairman Bob Goodlatte (R-Va.), Congressman Andy Harris (R-Md.), and Congressman Charles W. Boustany, Jr., MD (R-La.) today introduced a bill to reform the H-2B seasonal guestworker program. The H-2B guestworker program is used by American employers to hire foreign workers for temporary and seasonal work, such as forestry, seafood processing, and other industries.

WOTUS Resolution Passes Senate, Moves to House Email

Thanks to everyone who called and sent letters in support of S.1140. While S. 1140 failed to garner the necessary 60 votes to advance the legislation, the Senate followed up earlier today to pass a Congressional Review Act resolution.

H-2B visa program udpatesThe H-2B Workforce Coalition issued the following call-to-action today, urging supporters of H-2B reform to contact Congressional delegates and ask them to sign a letter asking leaders of the House & Senate Appropriations Committees to include "all of the beneficial H-2B provisions from the House and Senate Departments of Homeland Security and Labor Appropriations bills." Urge Senate to vote for S. 1140 - Federal Water Quality Protection Act Email

Waters of the USALCC requests your help with a key vote this week on a bill and issue we’ve been watching for months – WOTUS/S. 1140. It’s a Senate bill that would require EPA to withdraw its Clean Water Act rule. The rule would have a profound and significant impact on the industry’s ability to protect public and private property near water from harmful pests, as well as our ability to install plants and other landscape features. The rule creates a great deal of confusion and potential liability for lawn care and landscape professionals about whether or not permits are needed when working on landscapes with 

certain water features.

More H-2B grassroots support needed Email

H-2B senate legislation introduced

Last week on the LAB, we shared information about SB 2225, the H-2B legislation that was introduced late last week in the US Senate. Please call both Senator Gardner (202-225-5941) and Senator Bennet (202-224-5852) and ask them to support/cosponsor this bill.

Additionally, there is support needed for HR 2758, a House bill that will make the returning worker exemption permanent. We need some serious grassroots pressure to try and get this bill passed, as it’s almost certain the cap will be hit sooner this year than it was last year. Please call/tweet/post/email the Colorado House delegation and ask them to sign on to this bill.
